TOM AMANDES RETURNS AS NOAH KUTTLER –When Team Arrow learns what Damien Darhk’s (guest star Neal McDonough) next move is Felicity (Emily Bett Rickards) realizes she needs to ask her father, Noah Kuttler (guest star Tom Amandes), for help.
